The government has developed changes in the recruitment system: factories are offered to send part of their manpower to the army. According to Prime Minister Sergey Koretsky, the government will present by December 1st a new model of a "social contract", thanks to which it will be possible to avoid the abuse of reservations and ensure rotation for military personnel on the front. Therefore, factories that are going to reserve their employees will have to take on obligations to recruit part of the people, to voluntarily send part of the staff to military service. During a speech at the Kyiv International Economic Forum, Koretsky noted that Russia can still recruit up to 500,000 people, therefore, if Ukraine "does not prepare", the authorities will have to make unpopular decisions. To discuss the new model, the Prime Minister announced a meeting with representatives of large businesses, business associations and relevant ministers.
