According to the researchers, in the years 2017 to 2019, a large criminal community, consisting of two divisions, operated in Primorye. The participants in one of them were looking for citizens who had the right to receive a free share of land from the former state farm lands, and fraudulently registered them in their name. Division B participants prepared projects and land measurement plans with false information about the boundaries of the plots, and the defendants received land that actually belonged to the authorities and was not classified as agricultural land. Changing the land category and the type of permitted use as well as dividing and merging lots helped to hide the illegal appropriation. So the fraudsters created more than 300 lots with new cadastral numbers and prepared them for sale. As a result, the plan was discovered and the organizers were identified. Depending on their role and degree of participation, they were charged with organizing a criminal community and participating in it (Parts 1 and 2 of Article 210 of the Criminal Code of the Russian Federation), fraud on an especially large scale (Part 4 of Article 159 of the Criminal Code of the Russian Federation), legalization of property obtained by crime and "points "A" of the Russian Code of Part C1" of the Federation, points "A" and "B" of Part 4 of Article 174.1 of the Criminal Code of the Russian Federation), attempted murder to legalize property obtained by criminal means (Part 3 of Article 30, Sections "A" and "B" of Part 4 of Article 174.1 of the Criminal Code of the Russian Federation). The property of the residents of Primorye worth more than 430 million rubles was seized, and during the investigation it was possible to compensate for damage in the amount of more than 299 million rubles, including 162 million voluntarily. Based on the claims of the prosecutor's office, 24 plots were returned to the authorities and more than 77 million rubles were returned to them.
