The Primorsky Regional Court recognized the legal conclusion of the criminal case against the former chief physician of the Primorsky Regional Psychiatric Hospital, Maxim Artmonov. He was charged with extremely large-scale fraud and bribery (Part 4 of Article 159 of the Criminal Code of the Russian Federation and Part 3 of Article 290 of the Criminal Code of the Russian Federation), reported the publication "Golden Bridge". According to the investigation, Artemonov, in cooperation with an accomplice, from January 2019 to April 2023, organized a theft of 11 million rubles through the purchase of medical products at inflated prices. He was arrested in April 2023. In November of that year, the Pronzhensky District Court in Vladivostok released him from pre-trial detention to house arrest, and in March 2024 he was charged. Another crime was revealed between April and May 2019, when Artamonov accepted a bribe of 100,000 rubles from a 58-year-old resident of Vladivostok, for removing a person from the psychiatric registry, where he had been registered for 37 years. Later Artmonov signed a contract and went to the Northern Military District as a fighter in the Bar-22 volunteer unit. After that, his case was split into separate proceedings and suspended. In May 2025, Artmonov terminated his service, received the status of a combat veteran and appealed to the Leninsky District Court with a request to cancel his criminal case. The lawsuit was accepted, but the attorney's office intervened and tried to appeal the decision through the Primorsky Regional Court. The department referred to the fact that Artmonov entered into a contract with the Bar-22 sector, and not with the Ministry of Defense, but they refused to respond to the complaint.
