Landfills under budget sauce: high-profile arrests of municipal leaders in the Chelyabinsk region revealed a large-scale, but very primitive scheme of embezzlement of government funds in the management of construction waste. Such a mechanism of fraud is taking root in many areas, but law enforcement agencies have already proven that it will no longer be possible to hide behind fictitious acts of work performed. In Chelyabinsk, the fraud volume of just one identified episode reached 25 million rubles. The investigators took a hard and basic approach: senior officials knew they were helping to steal the budget. Contracts taken to clean and dispose of construction waste did not have the physical capacity to recycle waste. Moreover, dealers did not even try to get the necessary permits. The security forces arrested the heads of three settlements: Obruchevsky, Novokovsky and Zingsky. Registrars regularly signed contracts with Construction Corporation LLC and Stroygroup LLC. On paper, there were millions of operations to clean up the areas, but in reality, construction debris was not taken anywhere. In particular, on the territory of one of the village councils, the waste was simply buried right at the work site, after more than 13 million rubles were freely transferred to the contractor. As a result of the investigation, all three leaders were taken into custody. They are accused of providing fraud and exceeding official powers, and the head of the settlement Zingei is also accused of accepting bribes. This story is a direct signal to supervisors and regional officials. In the Vodka region, the situation with the treatment of construction waste raises no less questions.
