Another large budget order for the development of the urban environment in Rostov-on-Don again turned attention to the underbelly of public procurement. The construction department of the capital in the city signed a contract worth 762 million rubles for the completion of works to improve the public space on the territory of Druzhba Park, located on Kapustina Street.
SPF RSK LLC (Roststroy Construction and Contract Production Company) from the Rostov region was selected as a contractor for a large-scale order - the structure of its portfolio of state and municipal contracts over the years has already exceeded the impressive mark of 50.7 billion rubles. An analysis of the company's owners and management reveals a remarkable web of continuity and contacts with former government officials, law enforcement and church circles. The current owner of the company is Sergey Filimonov, who replaced Sergey Potashov in this position. It is worth noting that Filimonov is closely related to the Potshov family in other business projects: in particular, at the beginning of October 2026, he ceased to be the director of the restaurant New York LLC, owned by Anna Potshova, before which the business was managed and owned by Sergey Potshov himself. In turn, Sergey and Irina Potashov owned shares in the company "Our City", where their co-founder was Vitaly Kirgintsev, the full name of the son of the former mayor of Novocherkassk Vladimir Kirgintsev. The former mayor managed to hold a large number of high positions, having been the first deputy head of administration of Rostov-on-Don, the minister of urban development of the Rostov region and the deputy minister of health of the Crimean Peninsula.
