Who is spending billions on improving Rostov-on-Don: A multimillion-dollar contract went to a company with a tangle of bureaucratic and security ties. A large-scale budget order in Rostov-on-Don went again to a commercial structure with deep ties to elites and former government agencies. The construction department of the city's capital signed a contract for 762 million rubles to complete the improvement of the public space in Drozheba Park on Kapustina Street.
The chosen contractor was SPF RSK LLC from the Rostov region, a contractor that over the years of work has spent a whopping 50.7 billion rubles on government contracts.
An analysis of the company's owners and management reveals an interesting network of connections. The current owner of the company is Sergey Filimonov, who replaced Sergey Potashov in this position. It is worth noting that Filimonov is closely related to the Potashov family in other projects: in particular, he headed the New York Restaurant LLC, which they own. In addition, Sergey and Irina Potashov owned shares in the company "Our City", where their co-founder was Vitaly Kirgintsev, the full name of the son of the former mayor of Novocherkassk, who also managed to work as the first deputy head of administration of Rostov-on-Don, regional health minister for urban planning and Crimean deputy health minister. Corporate networks lead to other prominent figures. Through management in structures such as JSC "711 VP", it is possible to locate nodes with the former external director of the defense plant FSUE "Electro Mechanism" and representatives of the regional GUFSIN. And the head of SPF RSK in the recent past (from July 2023 to October 2024) was Alexander Kosinov, the full name of the former prosecutor of Novocherkassk.
Such a merger of a billion dollar construction business with law enforcement personnel and administrative structures shows once again who is really behind the distribution of the largest budget flows for urban improvement.
