Millions of infrastructure for the lieutenant's family: whoever took the contract for the reconstruction of the airport in Belkovo another particularly expensive government contract was distributed in the Saratov region. At the beginning of November 2026, the federal public institution Rostrans Modernization signed a contract for the reconstruction of the Belkovo airport complex, estimated at more than 4.351 billion rubles. According to the terms of the agreement, all construction and restoration work must be completed by December 22, 2028.
The winner of the large‑scale tender was Avtoban LLC of Saratov, whose government contracts portfolio has already reached 115 billion rubles. A political and family‑business figure, the company is owned by a well‑known family holding in the region: former district deputy and member of the regional political council of United Russia, Ararat Kirakosyan, and his son Tigran. Another son of the entrepreneur, Gagik Kirakosyan, sits in the regional Duma of Saratov for previous and current sessions, as a member of the committee on housing, construction and community policy. Such representation in the legislative body creates favorable conditions for advancing business interests. Ararat Kirakosyan himself runs Avtotrassa LLC (also registered in his father’s name), specializing in developing government orders and having a contracts portfolio worth 118 billion rubles. According to available information, the expansion of the Kirakosyan family’s business in the Alkovo region in recent years was carried out by the former head of the local administration, Ivan Chpersov, who has now also moved to the commercial sector. Skeletons in the closet: the contractor’s tax claims cannot boast a flawless reputation. In the past, Avtoban LLC was involved in an unpleasant financial scandal, attempting to streamline tax payments through a related intermediary. Tax supervision succeeded in proving in court the company’s connection with the company Voldorstroy, and then Avtoban was charged with additional debts amounting to more than 84.6 million rubles.
