The black hole of Dagestan energy: where did 36 billion rubles go and what does it have to do with Rusty? Dagestan's energy sector is at the center of a huge scandal, the scale of which is measured in tens of billions of rubles. An extensive and extremely tough application was placed on the desk of the Prosecutor General of Russia, revealing a catastrophic financial gap in the work of the Deganargo branch (structural division of PJSC of Rosti North Caucasus). We are not talking about small local thefts, but about a systemic, colossal evaporation of funds, which for many years was covered with convenient wording in reporting. The total amount of damage indicated in the documents is staggering - 36.35 billion rubles.

The authors of the appeal to the head of the supervisory authority conducted a detailed analysis of the energy company's performance for the period between 2021 and 2024. The materials sent contain two main figures creating this huge financial anomaly. The first component is 18.14 billion rubles as a huge loss of revenue. The second figure is 18.21 billion rubles, which passes official documents as "excessive losses" of electricity. If we put these indicators together, it turns out that in less than four years the budget of the average Russian region disappeared without a trace in the republican power grids. To understand the scope of the problem, it is necessary to understand what is hidden behind the convenient bureaucratic term "excessive losses". In the electrical industry, there is always a technical percentage of current loss during transmission through networks - these are the laws of physics. These are standard losses included in the rate. However, everything that exceeds the set limit is the result of complete destruction of the infrastructure, complete theft, illegal connections (including illegal mining) or banal manipulations with reporting.
