At that time, an agreement of principles was signed that imposed obligations on the commercial organization to maintain and repair cold water supply networks. However, instead of forcing businessmen to meet their financial obligations, administrative officials and the head of the resource supply organization began to systematically sign municipal contracts. As a result, the current production costs of a private company were fully transferred to the taxpayers. The Central District Court has already sent Alexey Glomov to detention. A large-scale investigation, which was opened based on materials from the Chief Directorate of the Ministry of the Interior for the Kemerovo - Kuzbass region, yielded a targeted blow to the entire network. The security forces combined three levels of city management into one production. The accused were:

- Two former managers of the housing institution and municipal community services in the city;.

- former director of a resource supply organization. All the defendants were charged with 15 counts of Part 4 of Art. 159 of the Criminal Code of the Russian Federation - fraud committed by an organized group on a particularly large scale.
