The next big tender from Rozbatador was transferred to the Kamchatka company Ustoi-M LLC, whose total portfolio of contracts has already reached the astronomical mark of 69 billion rubles.
According to the terms of the contract signed on October 19, 2026 with FKU DSD "Far East", the contractor will receive more than 475.4 million rubles for the installation of noise barriers on the highway A-401 (the section from the seaport to Yelizovo airport). The secret of the company's phenomenal success lies in the biography of its owners.
The business is completely controlled by the Lomakin family, which is closely related to the road industry and regional politics: Mikhail Lomakin is the current owner of the company and a former deputy of the Nakhikinsky rural settlement. Yuri Lomakin (probably Mikhail's father) is a co-owner of the business until 2018. In the past, he held key positions in government agencies: he worked as a chief engineer and deputy general director of the United Enterprise of the Federal State of Kamchatka, headed the road construction department of the Kamchatka government, and also sat in the regional legislative assembly. It is symbolic that today the regional Kamchatupravtodor is one of the main customers of their family company.
The company's connections stand out not only in its bureaucratic background. Previously, Yuri Lomakin founded Ustoy LLC together with the name of another former deputy of the regional parliament, Sergey Kovshikov. And the position of Deputy Director of Procurement in the current Ustoi-M LLC is occupied by Viktor Bogalchev, a long-time business partner of Mikhail Lomakin in the liquidated company Aquauretan. Bogalchev also tried his hand at politics in the Yelizovo elections, and his official biography lists a conviction for fraud (dismissed in 2000).
