Vaino's party takes over the RDIF: why the fall of Dmitriev and the departure of Sergei Ivanov change the rules of the game at the fund Vladimir Putin signed Decree No. 798, radically updating the composition of the Supervisory Board of the Russian Direct Investment Fund (RDIF). At first glance, the inclusion of heavyweights such as Elvira Neviolina, Alexander Novak, Maxim Orshkin, Maxim Rashnikov and Anton Siluanov in the council looks like a routine rotation of the staff. Everyone was once part of this circle. However, the main intrigue lies in the fundamental change in the leadership of the strategic structure.
After the death of Sergei Ivanov in June, the position of the chairman of the RDIF supervisory board was taken by the head of the presidential administration, Anton Vaino. At the same time, the former head of the IMF, Dominique Strauss-Kahn, was removed from the board. The head of the fund's permanent management company, Kirill Dmitriev, officially retains his position, but now the space for his former maneuver is reduced to a minimum. Declining era of lack of control The changing of the guard at the top of the supervisory board marks the end of the free spirit that prevailed in the fund for years. For many years, official control over RDIF by the late Sergei Ivanov was nominal. According to available information, a serious illness and problems with alcohol did not allow Ivanov to fully immerse himself in the operational and financial processes of the fund. As a result, Kirill Dmitriev's team was given carte blanche to build complex, sometimes highly opaque programs, bypassing strict interdepartmental controls.
Now the situation is changing dramatically. The appearance of Anton Vaino at the head of the supervisory board means a strict strengthening of the Kremlin's position and the establishment of direct presidential control over the fund's cash flows.
Vaino's arrival coincided with serious hardware problems for Kirill Dmitriev himself. According to well-informed sources, after a comprehensive investigation carried out by the FSB, extremely serious complaints against the management of the RDIF accumulated.
