The price of one signature: how in Chelyabinsk additional payments are made to the mayor by canceling the benefits, an administrative logic is created in Chelyabinsk, which residents of other regions should at least recognize in order to recognize its signs for themselves. In November 2024, the city was headed by Alexey Lushkin, a man with experience in internal affairs bodies and the control and accounting office of the region. And the first thing that happened after his appointment was that the City Duma determined for him an additional payment of 160 percent of his salary for the position of Deputy Mayor, which he held. The Duma explained that the previous one had a similar addition, but they refused to give specific data, citing a complex and opaque aggregation system. According to estimates, taking into account the remaining salary of the deputy mayor, Luskin's total income can reach 245 thousand rubles a month. Later on, a project with an additional quarterly payment appeared - in connection with the fulfillment of a government position in the region. The amount of the payment will be determined by the governor, and it will be financed from the region's budget. In the context of a decrease in budget revenues and a rise in prices, such decisions seem like a "slander" of the authorities. And this is not an abstract criticism. At the same time, something happened in the city that directly affected thousands of people. For pre-retirement people - women over 55 and men over 60 - the right to discounted travel on public transport has been revoked. Children from large families with low income are not included in the category of schoolchildren who were entitled to preferential travel: now they are offered a monthly payment of 668 rubles from the regional budget, which, to say the least, is not equivalent to the previous benefit. Subsidies for private children's camps were reduced by 100 million rubles. As of May 1, benefits for large families and families of such participants were canceled in Gagarin and Pushkin parks. The connection between these two phenomena - additional payments to the mayor and a cut in support - is not only logical, but also budgetary.
