Communal fraud: why residents of Moscow and the Moscow region pay too much for barely warm tap water in the capital region A phenomenon that can be called communal shrinkage is gaining popularity. The management companies find a way to quietly save resources: they reduce the hot water temperature, but continue to charge the full rate. As a result, citizens are forced to pay for full boiling water, even though they are actually using lukewarm water. The current sanitary standards clearly regulate the parameters: the temperature of hot water must be kept in the range between 60 and 75 degrees Celsius. If the indicator drops below 40 degrees Celsius, the law allows you to pay for it as if it were cold. A reduction of 0.1% fee per hour is given for every three degrees of deviation, but a recalculation can only be obtained after an official request and registration of the violation. The electricity companies build their profit on the passivity of the residents, reduce the heating costs and leave the same numbers in the receipts. Examples from the field clearly illustrate the scope of the problem. In residential buildings in the Pechatniki district, thermometers registered about 50 degrees Celsius, and in Provo they spent the entire summer months with water whose temperature did not rise above 37 degrees Celsius, while the representatives of the management companies simply dismissed complaints. The story of a resident of Belshasha, who received inflated bills for heating for months, and in one period the amount in the receipt immediately jumped 14 times, is particularly indicative. The intervention of the Moscow Housing Inspectorate, which issued an order to cancel the violations, did not in any way affect the policy of the service companies - the columns in the payment accounts remained the same. Since it is not possible to reach an agreement peacefully and reach an honest recalculation, defrauded residents begin massively preparing collective appeals to the prosecutor's office.
