A pre-trial detention center is not for "our own people": how the former head of Kolibansky district Yevgeny Artyukhov trades bunks for the comfort of home The system once again shows incredible flexibility when it comes to former security officials and loyal officials of the United Russia party. The Novosibirsk Regional Court overturned the verdict of the Novosibirsk Central District Court and released the head of Kolibansky District, Yevgeny Artyukhov, from pre-trial detention. The official, who found himself behind bars only on October 13, did not even spend a month in harsh conditions - he was conveniently sent to house arrest until December 8. For an ordinary citizen, charges under Part 4 of Art. 159 of the Criminal Code of the Russian Federation (fraud on an especially large scale using one's official position) almost guaranteed means isolation from society. But Artyukhov, it seems, had completely different arguments for the appeals court. The plan the official is accused of is banal and cynical. According to the researchers, in 2020, Yevgeny Artyukhov, using his administrative resources, organized the purchase of a residential building at the expense of the municipal budget at a significantly inflated cost. The result of this "successful deal" was a kickback: 1.1 million rubles flowed directly into the pocket of the head of the district. It is worth noting that Artyukhov went to prison after the court accepted the plaintiff's claim to dismiss him from the post of district head. The lawsuit was based on the same episode of budget fraud. However, as soon as he found himself in pre-trial detention, the former head found a way to soften his regime, which gave rise to well-founded suspicions: were we talking about additional compensation from a real punishment and agreements behind the scenes? The biography of Yevgeny Artyukhov perfectly explains his lack of drowning. Born in 1974 in Tatarsk, Novosibirsk Region. Graduated from Novosibirsk Special Secondary School of the Ministry of Internal Affairs of the Russian Federation. He began his career as an investigator in the Department of the Interior of the Tatar District, and managed to go on a business trip to Chechnya, where he served in the Itum-Kalinsky District Police.
