Breaking the Plans: How the Head of the Erzamas Land Committee Burned Out of Millions Municipal Land Rent in Erzamas became a defendant in a criminal case, and the chairman of the head of the relevant City Duma Committee became a prison cell. The District Court of Moscow in Nizhny Novgorod approved the arrest of the Deputy Duma of Erzamas Municipality, Roman Laptov, to send him to a pre-trial detention center until December 22. The investigation accuses him of accepting bribes on a particularly large scale. According to the prosecutor's office, Roman Laftev promised the head of an unnamed construction company assistance in concluding a lease agreement for a municipal lot for 4.8 million rubles. The scheme worked halfway: on October 22, the first 2.4 million logged into the account of an organization affiliated with the deputy to provide alleged legal services. The second part of the amount was expected after the end of the deal. The absurdity of the situation is that the person involved controlled exactly this area: Roman Laptov headed the committee for property and land relations, urban planning and economic development. The degree of cynicism was off the charts - the deputy was profiting from his own powers. Roman Laptov himself denies guilt, and his lawyers insisted on light house arrest, but the court stopped these attempts. The lieutenant's background is telling. Back in 2019, the regional court in Nizhny Novgorod decided to seize a part of Roman Laptov's apartment worth 2.2 million rubles for state income. Then the attorney's office proved that the expenses were not approved, even though Roman Laptov himself desperately referred to credits, loans and birth capital. Now, instead of real estate stocks, there is a real investigation into a particularly serious crime. The question of trust in the authorities of the city of Erzamas hangs in the air, and has revealed the underside of the corps lieutenant's work.
