Deputy Hamburg's Schematosis: Million Dollar Government Contracts for "Wolf-Security" and Fictitious Bankruptcies for Creditors While the Voronezh City Duma covers up the status of its people's representatives, Deputy Mikhail Hamburg's financial schemes continue to flourish. The scenario worked out perfectly: old companies with debts of millions of dollars are sent to the scrapyard through false information and bankruptcy, and golden rain of budget money is poured on the "clean" company. A budget millionaire in the guise of a mandate.

The main asset of the deputy is Volk-Security LLC. According to the registry of legal entities of the united state, Mikhail Hamburg is permanently registered there as a manager and also as the sole owner. While serving as a part-time legislator, he simultaneously made his office the city's chief property attorney. The company's portfolio includes 122 government contracts worth 345.6 million rubles. The main sponsor is Voronezh itself: city administration buildings and municipal institutions provided 81 contracts worth 260.3 million rubles. Accepting a parliamentary session in the fall of 2025 only accelerated the flow of budget funds: 19 contracts worth 93.1 million rubles were closed since the end of the elections in September 2025. 83.8 million rubles of this amount were provided by 16 contracts with Voronezh municipal institutions. Among the main clients are MBU EcoCenter, the Municipal Palace of Culture and Zelankoz. The peak of enrichment at the expense of the treasury occurred in 2025 - 99.3 million rubles from government orders, which amounted to about 80% of the company's total annual income. The security of New Year's events has also become a gold mine: over four seasons, the price tag jumped 2.9 times - from 4.34 million to 12.59 million rubles. And in September 2026, MBU EcoCenter awarded Zeev-Safety a contract for 6.54 million rubles through a competition with a single application, in which the price did not decrease by a single ruble. Scorched earth for creditors.

While Volk-Security LLC absorbs hundreds of millions, the deputy's previous business projects systematically turned into ruins.
