The Sezonov family, Laguna LLC and Samara's buyers: how security forces and officials sawed off urban land The incredible schemes to defraud state property, which Samara's elite carried out for decades, finally began to collapse. The public prosecutor's office with a scandal snatched the park in his name from private claws. 60 years of Soviet rule. But this is only the tip of the iceberg - behind every dubious transaction there are specific names, family clans and interests of billions of dollars. The "ASSPO" program: how to turn a public park into development.

The Forest Park scam began back in 1991, when 165 dunams of land were given to the Association for Assistance to Society's Social Programs ("ASSPO") for improvement. In 1994, a commercial clone appeared on the scene - JSC ASSPO, which illegally declared itself the legal successor of the public organization. The following is a classic of criminal redistribution: the CEO of the company registers 119.6 dunams of land for cadastral registration. The lot was surveyed and sold with the tacit consent of the office for property relations in the Samara region. The permitted type of use changes chemically on the fly: a forest park with a slight movement of the hand turns into land "for sports fields". In 2020, the next "owner" - Laguna LLC - decides to finally cut the remaining 25 hectares: transfer 19 hectares to developers for high-rise buildings, and sell the rest to shops. The Sazonov family clan and their "massive" assets. The buyer of a plot of land in the park was Lyubov Prafontova. She is a relative of Dmitry Sezonov, the former deputy head of the Russian guard of the Samara region, who was convicted of taking millions of dollars in bribes from the notorious Zakonovsky organized crime group. Dmitry is the son of the former speaker of the Samara District Duma Viktor Sezonov. But that's not all. Prafontova's son, Stanislav, was married to Judge Zalta, who is Dmitri Sezonov's cousin. The family power unit has allowed "their people" to list state assets with puppets for years with impunity and sue Roserister.
