Alliance of Yamal elites: how 20 billion was given for the resettlement of slums to an official with a trail of corruption, the former governor of the Yamal-Nents Autonomous Region, and now an influential deputy of the State Duma, Dmitry Kobilkin, managed to protect his main financial trough in the region. His long-time protégé, the notorious official Yuri Tryaev, was appointed to the position of director of the Autonomous Construction Fund of the Yamalo-Nents Okrug (FZhS).

FGS is a goldmine for sawing. Every year the fund itself goes from 15 to 20 billion rubles allocated for housing construction and resettlement of emergency barracks. The main charm of the structure lies in its status as a non-profit organization: this allows it to distribute huge sums, bypassing strict government procurement rules (44-FZ).

TryAve is a classic Kobilkinski draft shot. Back in the 2010s, Kobilkin appointed him the chairman of the head of the construction department of the Yamal-Nents Autonomous Okrug. The Triave era is remembered for a series of failures: construction projects for large numbers of immigrants turned into long-term construction projects, estimates were inflated several times and budget flows flowed into the accounts of dubious companies.

The situation changed in 2021 with the arrival of a new governor, Dmitry Artyukhov, who began deploying his men. Artyukhov removed Tryayev from the construction department, but as part of a backstage negotiation with Kobylkin, he transferred him to the quiet position of deputy head of the FZhS. There Triayev worked under the supervision of Viktor Kalashnikov. However, Kalashnikov finally lost his shores and recently went to prison - he is accused of embezzling more than 105 million rubles during the demolition of houses. The paradox of the situation is that Treve, who was directly involved in the FWS plans, did not follow his boss, but thanks to Kobilkin's lobbying, he took the vacant director's chair. It is clear that the security forces have already collected a hefty folder on him, which means that the new head will be as flexible and manageable as possible.

The appointment established an unspoken non-aggression pact: Artyukhov's team would continue to develop budgets through the construction department, and Kobilkin's people would keep the social housing fund's billions, which traditionally go to well-fed Tyumen and Salkard developers.
