Behind-the-scenes maneuver worth 18 billion: how Asphalt and Rozbatador rewrote the highway A-370 through Beit Haim The federal purchase in 2024 looked transparent and concrete: 18,255,526,083 rubles for the construction of an 18-kilometer section of the federal highway A-370 Ussuri, bypassing the villages of Kiparisovo-2, Sirenka, Mirnoi and Volno-Nedzhdinskoye. That stretch of 18 kilometers was officially fixed in the approved government plan. However, behind the facade of strict financial reporting, a quiet redesign of millions of meters and human destinies took place. On October 20, the client - Rosvatador's Far East Directorate (the inter-regional directorate for road construction in the Far East region) signed the 12th additional agreement with the general contractor Asphalt JSC. On paper, a quiet "miracle" happened: at a completely untouchable price of 18.2 billion rubles, the length of the route suddenly increased from 18 to 30 km at once. To fit the new kilometers into the previous budget, the editors of the deal made extreme cuts in the parameters: the route was reduced from the six planned lanes to four, and the route itself was radically shifted. Instead of the previous detour, the road was directed towards Solovy-Kliuch and Alekseevka. Behind the dry numbers of the additional agreement hides a destructive battering ram: the new route goes straight through populated areas, allowing for complete deforestation, extensive seizure of land plots and the actual demolition of private residential buildings. The budget table has become a personal tragedy for specific families whose property is being bulldozed. The main paradox of this bureaucratic combination lies in its legal legitimacy. Rosvatador's Far East director herself admitted that the planning documentation for the new route is still under review and has not yet received a positive conclusion from the state inspection.
