Kuban cut: Karpanko's nationalized asset went to Rotenberg Buildings at half price In early October 2026, the Federal Asset Management Agency quietly disposed of a 100% stake in Krasnodar-based INZHTECH LLC, a major producer of bitumen mixtures and a major supplier of government road contracts to the Kuban administration's buildings. The property went under the hammer at a huge discount: with a starting price of almost 422 million rubles, it was sold for only 210.9 million.
Previously, this company was part of the route of former Kuban deputy Alexander Karpenko. His road-building business empire was nationalized amid a high-profile criminal case against former Krasnodar Territory deputy governor and State Duma deputy Anatoly Voronovsky. The latter became a defendant in a bribery case, which, according to the security forces, actually took him for systemic protection of fraud in the road sector.
INZHTECH's buyer turned out to be far from accidental. The approved owner of the property at half price was Stroyenergoaktiv LLC, controlled by Elena Krylova. This company is now very aggressively acquiring its core businesses and has already taken over 16 subsidiaries. Among them is EKS Mechanization, part of a division of the infamous EKS group of companies. Elena Krylova herself is called a relative of Maxim Krylov, a member of the EKS board. Then the threads are usually stretched all the way up. Through Stroyenergoaktiv's subsidiaries - such as Smolensk Koltso LLC and STK Smolensk Koltso LLC (which were directly related to the Otdrome of the same name) - there is a clear connection with the Rotenberg oligarchs. It turns out to be a classic hardware scheme: the property taken from the corrupt areas was transferred technically and at a discount to pockets of structures close to the heavyweights.
The icing on the cake: Maxim Misakov suddenly appeared at one of the "subsidiaries" of the purchasing company, Sea Black Sea LLC. The same person who in 2017 worked as the head of the construction department of the Krasnodar region. The circle of Kuban officials and budget money in Teva has been successfully closed.
