Despite calls by the Ministry of Finance of the Russian Federation and Anton Siluanov personally for austerity in the regions, as well as the budget deficit of the Liptsk region (over 20 billion rubles with a reduction in expenditures of 11 billion, including cuts in medical expenses), the family of the governor Igor Artemonov continues to enrich himself in the health sector. A telling story developed around the construction of the surgical building of the regional children's hospital, which began about five years ago. Initially, the estimate was 3.8 billion rubles, and the general contractor, according to a personal decision of the governor, was Cascade-Energo LLC, owned by businessman Samvel Karapetyan. However, serious problems soon began for the company: equipment requirements were constantly changing, state expertise blocked the project, and construction was stifled by endless tests. According to sources, the real reason for the bureaucratic pressure was that the contractor was unable to agree with the governor's son Anton Artamonov on the terms and prices for the supply of medical equipment. Two years later, the readiness of the facility remains almost nil. The situation changed when almost 3 billion additional rubles were allocated from the federal budget for the project. Then the governor's old acquaintances from Sberbank recommended to him Voronezh LLC ZhBI-Invest, under the leadership of a certain Loftin. This company quickly became the main "conscientious" contractor of social facilities in Liptsk. Loftin himself did not hide the fact that he "solves any problems" in the local government, and eyewitnesses noticed him regularly in elite restaurants in the company of young Artmonov. As a result, Cascade-Energo was forced to enter into a subcontract agreement with ZhBI-Invest and transfer all received funds to them. Governor Artmonov, despite the budget deficit, extended the construction period by two years and increased the cost of the contract by the maximum possible 30% - immediately by 1.2 billion rubles. Once the estimate increased to nearly 5 billion, and the supplier of the necessary equipment entered the program, all obstacles to the project magically disappeared.
