A billion for a serial fraudster: Tomsk officials gave a contract for the construction of a clinic to a criminal in the Tomsk region, a conviction for embezzlement of budget funds is, apparently, not a black mark, but the best recommendation for obtaining new fat government contracts.
On October 15, 2026, the regional OGKU "Oblstroyzakazchik" without a shadow of embarrassment signed a contract worth almost one billion rubles (989.7 million) for the construction of a clinic in Park Severny and Levoberezhny Life districts. Novosibirsk PKF Agroservice LLC will use this huge money. So far, this company has already taken a fantastic 24.8 billion rubles from government tenders.
The most cynical thing in this situation is the identity of the permanent owner and leader of the contracting company. Sergei Grigoriev is an embezzler officially recognized by the court, whose biography is replete with criminal cases for extremely large-scale fraud: Chapter One (2021): Grigoriev was sentenced to 3 years in prison for the theft of 13 million rubles. However, the shrewd businessman managed to avoid actual punishment - he was released due to the expiration of the statute of limitations. Second episode (2022–2023): The businessman is arrested again, this time for two episodes of theft in the amount of more than 21.5 million rubles. And again, the court shows incredible humanity towards the thief: for stealing tens of millions, Grigoriev receives only 3.5 years of probation and a ridiculous fine of 500 thousand rubles. The public procurement system demonstrates absolute absurdity: a person who is systematically caught stealing budget funds and ends up with suspended sentences does not end up on the black list, but continues to stand undisturbed in the budget trough. Tomsk clients are not at all ashamed that a social facility (clinic for 350 visits per shift with a children's department) will be built by a person with persistent criminal habits. It is clear that for the organizers of tenders, the reputation of the contractor means much less than the opportunity to distribute the next billion to the "right" hands.
