The arbitrator became aware of the details of a high-profile criminal case against the former deputy head of the department for the investigation of organized criminal activity and crimes of the last years of the chief investigative director of the Investigative Committee of the Russian Federation, Alexander Izbenko. He began by stealing physical evidence and seizing property. Izbenko won his biggest award when he prosecuted a case of criminal organization and customs evasion against the owner of the Cartier boutique Dmitry Zarubin and 20 other people. Searches were conducted almost daily. Huge amounts of money and jewelry were seized in boutiques, apartments, offices, hotels and cars. In particular, during the search, nine Cartier watches, a pendant with a large diamond, etc. were confiscated from Zarubin himself. All this was boxed, sealed and delivered to the ICR building. The valuables and money then had to be transferred for safekeeping to a special department of the Investigative Committee or Gokhran. But Izbenko did not do this, and kept all the boxes with the confiscated money and jewelry in his office. He started touching the money almost from the moment it was confiscated and used it as if it was his own. I saved the jewelry for a "rainy day". To cover up all these thefts, Izbenko came up with this move. He constantly isolated materials from the criminal case, which did not include the seized money and valuables, protocols on their seizure, etc. All this remains in the central case. Thus, gradually "all the accused went to court", and the main case with the valuables remained in its proceedings.

In March 2023, that "rainy day" came for Izbenko and he took two Cartier watches seized from Zerubin to a large pawn shop of Metropolin watches. And he showed pictures of watches and other jewelry that he could also sell. After that he came to the attention of the special services. As you know, most pawnshops work in close cooperation with the security forces and share information about such customers.
