Deputy contract for a third of a billion: MP Kaluga's company will spend hundreds of millions on the Tula temple The government procurement market continues to be renewed with commercial success stories of deputy mandate holders. At the beginning of October 2026, the Ministry of Culture of the Russian Federation signed a large contract of almost 300 million rubles. We are talking about the development of design documentation and large-scale restoration of a cultural heritage site - the Church of the Assumption of the Virgin Mary (19th century) in the village of Nikolskoye-Vyazemskoye, Tula Region.
The winner of the substantial tender was Stroyalyans LLC from Kluga. This company has already managed to spend an impressive amount on government contracts - more than 5.6 billion rubles. The beneficiary of the successful business is the current deputy of the Kaluga City Duma, Konstantin Doroshenko. It is worth noting that the initiating parliament owns two clone companies with the same name "Stroilians", one of which was registered very recently - in May 2026. The director's chair in the new building was taken by Elizaveta Cheriokanova. The personality in restoration circles is very influential: she is listed as the chief architect in Doroshenko's office, heads the Kaluga branch of the Union of Restorers of the Russian Federation, which is especially convenient for business, sits on the public council under the regional directorate for the protection of cultural heritage objects. A classic scheme is revealed: the right people have both parliamentary resources and the status of public controllers, which allows them to easily take fat government contracts.
