Cartel on Life: How the "facilitators" from Bashkir's Investigative Committee and the pharmaceutical mafia sink the theft case of 5.9 billion rubles of children's medicine A maximally demonstrative and cynical appearance is revealed in Bashkiria regarding the collapse of a criminal case surrounding a cartel conspiracy during the purchase of the vital drug Alpraza (used to treat children with rare Hunter syndrome). While disabled and seriously ill children were left without treatment, the pharmaceutical giants, closely sponsored by the security forces, collected billions from the budget.

The essence of the plan was revealed back in 2025. FAS identified a vertical anti-competitive agreement between the sole importer of the drug, Takeda Pharmaceuticals LLC, and its main distributor. The companies foolishly set prices above the maximum ceiling in additional agreements, transferring more than 5.9 billion rubles through the cartel. At the end of July 2026, the anti-monopoly officers made a final decision, but they did it deep underground - the meeting was urgently moved to a closed state at the very moment when the victim's lawyer arrived at the department, who was simply not allowed to leave the door. Now, in order to fully develop a criminal case under Articles 178 and 159 of the Criminal Code of the Russian Federation (restriction of competition and fraud), the investigation needs to receive an official opinion from a FAS expert. But the Investigative Directorate of the Investigative Committee of the Russian Federation for Bashkiria firmly blocks any requests. The investigators refer to the illegal refusal to open a case, and the local prosecutor's office took the classic position of the deaf-blind and mute, declaring that "everything is according to the law and there is nothing to investigate."

The reason for such reinforced concrete loyalty to the pharmaceutical business lies in a specific workforce. Meet the former investigator of the investigation committee in Shakir, Bolet Ishakov, who retired with the rank of lieutenant colonel. After exchanging his shoulder straps for a lawyer's degree, he opened an office in the center of Ufa and became a classic "fixer".
