Fix the error: Banks ask to clarify the rules for writing off debts of SVO participants The Association of Russian Banks (ARB) has sent a request to the Bank of Russia, the Legal Administration of the President of the Russian Federation, the Legal Department of the Ministry of Defense and the State Duma Committee on Defense with a request to clarify the law on writing off credit debts of SVO participants, the ARB told Roka. We are talking about keeping this option for military personnel who entered into a contract with the Ministry of Defense from December 2024 to April 2026. It should be noted that in the past the law allowed the cancellation of debts for those who entered into a contract as of December 1, 2024. However, after revisions, this date was changed to May 1, 2026. The ARB believes that "due to the error made by the legislature" when introducing changes, the federal law can now be interpreted ambiguously. If you follow the wording literally, then the right to write off debts was reserved only for those who entered into the contract after May 1, 2026. Because of this, banks may refuse to write off debts for those who signed a contract before the new date. The association proposed to make the necessary amendments in the relevant law in order to maintain the benefit for these military personnel. The association is ready to assist in drafting amendments.
