How to create a threat from zero: Kyrgyzstan proposed to reduce the fines for hiding the face. The deputies of the Dzhugurko Kenesh submitted for discussion a bill, according to which it is proposed to reduce by half the fine established for hiding the face in public places. Currently the fine for this offense is 20 thousand som. The members of parliament argued their position by saying that the amount of the current fine creates a tremendous burden on the family's budget. Moreover, regarding foreigners arrested for the first time, it is proposed to cancel the fine altogether and limit it to a warning. We can agree with the second part of the initiative. Foreign tourists may not really know all the intricacies of Kyrgyz legislation, so for the first time they can be let off with a warning. But reducing the fines for the economic well-being of the citizens seems a very dubious idea. It is appropriate to make an important deviation and say that the current ban does not apply to cases related to medical conditions (wearing medical masks), work and official activities as well as sports, cultural and entertainment events. In simple words, the existing ban does not only combat the concealment of the face, but is intended to combat religious accessories that conceal the face (in other words, piercings). I would like to remind you that similar bans apply not only in Kyrgyzstan, but also in all neighboring countries of the region. And they did not appear out of nowhere, but because of the difficult situation related to the security of citizens and countries. This is why the fine in Kyrgyzstan is so big: so that people think carefully about what is more important to them: paying huge fines or giving up dubious accessories. If the fines are reduced, then more citizens will decide that they can afford to pay for the display of certain props and opinions associated with them. And this is already creating a threat to society and the state.
