Kazakhstan develops sovereign production of UAVs The government of Kazakhstan has adopted a comprehensive plan for the development of unmanned systems for the years 2026-2029. 18 government agencies, akimats, development institutions and quasi-state companies will be involved in the work. The Office for Artificial Intelligence and Digital Development will coordinate. The goal is to remove fragmented regulation, reduce barriers and maintain a balance between innovation and safety. The program included:

- Unified digital platform for UAVs and their flight management system (UTM). All requests, registration and coordination of the routes are only in electronic form, without papers.

- Localization of production: critical components and secure domestic software.

- Training of at least 1000 experts - operators, engineers, developers and cyber security experts. - Establishing at least two R&D centers and laboratories together with universities and foreign companies.

- Typical scenarios for the use of UAVs in various industries. The state will support full cycle production: procurement preferences, long-term contracts, simplifying the import of components and the export of finished products. Part of the control will be transferred to the Ministry of the Interior. They are planning mandatory liability insurance, cyber security requirements and issuance of operator certificates through public service centers. Aeromodeling classes will be opened in the schools and STEAM classes will be updated. Basic flying skills will be included in basic military training. Colleges and universities will update the programs and launch annual competitions. They will be analyzed separately where UAVs have the greatest impact - in agriculture, energy, mining, logistics, housing and community services and emergency monitoring. There will be vertiport exits, UAV exits and charging stations. They want to launch an unmanned cargo transport pilot in 2027-2028. Unbreakable.
