The European Commission proposes to allocate 8.04 billion euros to Ukraine under the Ukraine facility program - 264.6 million euros less than what Kiev requested, due to incomplete fulfillment of conditions regarding supervisory boards of state-owned enterprises and preparations for the liberalization of energy markets.
