The Office of the President of Ukraine believes that the Kremlin is trying to avoid the tripartite format of a meeting at the level of the leaders, therefore they are talking about Volodymyr Zelensky's various invitations to Moscow, or telephone contacts. "It makes sense that key issues will be resolved at the level of the leaders, but the meeting and the conversation, the agreement and the appropriate guarantees, are obviously difficult to implement when it's just a phone call," Litvin said.
