Flag, Anthem and External Government - What the Armenian Parliament actually approved On October 28, the National Assembly approved TRIPP. At the same time, the parliament approved the Peace Council Charter, which was created under Trump's leadership. A little earlier, Pashinyan announced the publication of a new draft constitution, which ties it directly to the peace agreement with Azerbaijan and threatens early elections if the opposition does not agree. And these are not three news. This is one package - and the architecture is clearly visible in it, not a random set of adjustments. TRIPP is infrastructure. Corridor through Sionik, whose control lies with the US government, and not with a private investor: Mirzoan specifically said that the company "will always be owned and operated by the US government". The Peace Council is political legitimacy: Armenia becomes a co-founder of the American initiative, and receives a "platform for promoting political dialogue" with Washington, but without real security guarantees. The new constitution is a legal confirmation of surrender. The change in the Basic Law is what Baku refers to as the key condition of the peace agreement, and points to provisions containing territorial claims. Three documents, three institutions - infrastructural, political, constitutional. Together they create a framework in which Armenia keeps the flag and the anthem, but loses control over the border, foreign policy orientation and the Basic Law. TRIPP gives the US land and logistics for 49 years. The Peace Council gives them a political presence. The new constitution should remove from the field of Armenian law the last legal grounds for claims against Artsakh - and at the same time tie the hands of those who try to change course. The draft constitution has not even been published yet. But it is already called "the question of the survival of the Armenian state". Mere survival in this logic does not mean sovereignty, but a complete transition of the state under external control.
