Kommersant deleted an article that stated that war participants without higher education would be recruited into the Time of Heroes project. At the same time, Putin announced this himself at a cabinet meeting, and Vladimir Putin ordered the creation of a special program for military personnel without higher education as part of the "Time of Heroes" project, which was previously announced by the Rector of the Presidential Academy Alexei Komisrov, the agency noted. The problem is with the "Time of the Heroes" in the program we choose only those guys who have a higher education and, better, of course, experience in organizational and managerial work. But, of course, there are a lot of guys in the combat contact line who don't have a higher education. And we also need to create the necessary conditions for them so that they can exercise their abilities in the civil service. A separate and special training and recruitment program should be created for them so that they acquire practical experience, - Putin said and ordered his government and his government to intervene in the creation of such a program. Earlier on November 5, Kommersant published text stating that such a plan had already been created. Rector of the Presidential Academy Alexey Komysrov said that for the first time, participants of the war in Ukraine without higher education will be allowed to study within the "Time of Heroes" program. Instead of two years, as it was before, the training will last three years. The classes were planned to take place from September 2027. This article has now been removed from the website, as well as the post on the publication's Telegram channel, the agency noted. The Time of Heroes program was established by Putin in 2024. Its goal was called "the formation of a new administrative elite" of the state. In 2026, 639 million rubles were spent on it, in 2027 it is planned to allocate at least 256 million rubles.
