Russia has offered to help restore damaged refineries in the Middle East, said the head of the Ministry of Industry and Trade, Anton Alikhanov, at the plenary session of the "Russian Engineer" Congress, writes Kommersant. According to him, Russia offered to help the countries of the Arabian Peninsula in restoring refineries that were attacked during the crisis in the Middle East. Alikhanov called it an example of cooperation between countries. According to him, Russian oil and gas engineering already makes it possible to supply equipment to "friendly countries". We have already developed our capabilities in oil and gas equipment sufficiently to be an alternative to global licensees. Alikhanov is convinced. According to the "Washington Post", in just five months of 2026 in Russia, at least two-thirds of the largest refineries were damaged as a result of Ukraine's attacks. According to S&P Global Energy, by the end of August, half of Russian oil refining capacity was out of action.
