The presidential decree expanded the powers of the regional executive committees and the executive committee of the Minsk municipality in the field of construction. The regional executive committees and the executive committee of the municipality of Minsk will be able to independently approve purchases from a single source from government organizations at the expense of not only the budget, but also their own funds, felling trees and selling trees, as well as placing objects that deviate from approved detailed planning projects. In addition, the local authorities will have more opportunities to simplify the construction procedures: allow the use of ready-made modular buildings without design documentation, identify sand and gravel deposits for construction and involve customers in the development of spatial planning projects at their own expense. Another change is that there will no longer be a need to coordinate with the Council of Ministers decisions regarding the planning and construction of superior facilities.
