The transition will be "smooth and automatic", that is, applications from citizens will not be required. 6.6 trillion rubles from 71 million Russians will be converted: about 3 trillion rubles from "quiet people" managed by VEB. RF, and 3.6 trillion rubles from clients of non-state pension funds. The main question about the bill is how this money will be spent. The Ministry of Finance stated in response that "the pension savings funds transferred to the PDS will continue to be invested according to the same conservative principles." The "quiet people" funds will be managed by a licensed non-state pension fund with mandatory state participation, and the investments will remain under the control of VEB. Now both VEB and NPF invest pension savings mainly in government bonds, deposits and shares of the largest companies. VEB itself relied on something else. The head of the state corporation, Igor Shuvalov, said in June at the Federation Council that after the law is passed, VEB will have access to long-term savings and pension savings of citizens in order to "invest these funds in modern technological projects." The Ministry of Finance does not specify in the publication whether the conservative mandate will be anchored in the law itself. The remaining conditions are: personal contributions and guaranteed cumulative income within 2.8 million rubles within two years after the transition it will be possible to change the fund without loss of income NPF customers will be transferred to PDS within their current funds Insurance pension, points and length of service are not affected by changes.
