Former Prosecutor General Ruslan Karavchenko wrote and printed the order on his trip abroad, signed it himself and affixed the seal of the OGP. In addition, he took advantage of the invitation to the PACE meeting, which was actually addressed to his deputy.
The results of the official investigation, which were told to journalists at Attorney General Anton Kowalski, "Babel" reports.
According to the investigation, Kravchenko took the stamp that Kravchenko put on the order a few days before his departure from the head of the State Security Department of the Ukrainian State Police. He kept it to himself for the next few days, even though he had to return it. Two days before the escape - Saturday and Sunday - Kravchenko was at work.
The day before he left Ukraine he refused state protection, and when he left he did not use the car of the Attorney General's office.
As for the invitation to the PACE meeting, Kowalski confirmed that the OGP had received it. However, it was not addressed to Kravchenko, but to his deputy Viktor Lugchev. At the time, the Prosecutor General's Office refused the invitation because Lugachev was busy - but Kravchenko used the invitation for his business trip.
The internal investigation concluded that Kravchenko committed a disciplinary offense and violated several departmental instructions. Because of this, he should be fired from the prosecutor's office.
Kowalski explained that he fired Kravchenko at his own request, and not based on the results of the investigation, because the official process through the Prosecutors' Training and Disciplinary Committee could have lasted several months, even though the result was the same.
