Russia has officially withdrawn from the European Convention against Torture. The decision entered into force on November 1, the press service of the Council of Europe informed RFE/RL.
This means the completion of the independent monitoring of the Russian places of detention by the relevant committee of the Council of Europe. Russia has been a member of the conference since 1998, but has only allowed reports to be published on four of the committee's 30 visits.
