In the regions of Russia, benefits are delayed and civil servants are fired. In the Irkutsk region, by the beginning of 2027, they want to fire 37% of the employees of the administration and subordinate institutions of the Nizhnyelmsk region. Night watchmen will be removed from schools, kindergartens and cultural centers. The authorities explain this with a lack of money in the budget. At night they promise to monitor the institutions using video cameras. Primorje has already warned of delays in social payments. The Regional Ministry of Labor explained to them the lack of funds and expenses for national missions, including those related to the Northern Military District. The sources did not specify which benefits would be delayed and when the money would be transferred. They promised to pay everything due only when the funding came through. In the Samara region, by the end of 2026, they plan to reduce the staff of the executive authorities from 4,800 to 4,000 people - by 800 jobs. In the governor's administration, the number of employees must be reduced from 257 to 200, in the Ministry of Finance - from 312 to 280, in the Ministry of Economic Development - from 167 to 115. The governor claims that some experts will be transferred to municipalities and other government authorities. However, he separately noted that the reduction is not directly related to the current budget deficit. There are budget problems all over the country. According to the Bureau of Accounts data, in the first quarter of 2026 there were 56 regions in deficit, compared to 46 a year earlier. The total money shortage reached 294 billion rubles, almost twice as much as in the corresponding period in 2025. The largest deficits were recorded in Kemerovo Region - 21.3 billion rubles, Khanty-Mansi Autonomous Okrug - 20.3 billion, Krasnodar Territory - 19.9 billion rubles and Irkutsk Region - 17.4 billion rubles. But so far, not all confirmed examples of delays and payment cuts in all areas with deficits.
