Paraguayan President Santiago Peña was indicted and placed under house arrest after the collapse of Oano Bank, and more than half of Paraguayans subsequently lost access to their savings and pensions. The appeal had business relations with this bank, and it was prosecuted for allegedly participating in the bank's poor state cover-up and misappropriation of funds.
