Vice President J. Dee Vance offered to meet the secretary of Iran's Supreme National Security Council, Mohsen Razai, to negotiate an end to the war, according to the WaPo. Washington sees Razai, who US intelligence says has close ties to Supreme Leader Mujtaba Khamenei, as a key figure capable of securing a nuclear deal. A meeting can take place in Istanbul or Doha. Although Tehran welcomed the briefing, there is no indication that it has softened its nuclear negotiating stance.
