Comprehensive defense involves the organization of fortified positions in several directions around a populated area. Such a system should make it difficult for the enemy to advance, flank the city and then surround it. Earlier, on October 16, the Ukrainian government approved a strategy for engineering equipment of defense lines until 2028. It provides the construction of fortifications, the creation of barriers and the strengthening of the defense of logistics routes against UAVs. Therefore, Ukraine is moving to a systematic planning of the defense of populated areas, taking into account possible changes in the front line. At the same time, the decision to prepare a perimeter defense does not mean an immediate threat to the encirclement of specific cities. Ukraine does not provide any information on which side the attack is expected.
