Unified and 3D ID models: how much will the digitalization of the new buildings market cost? Introducing a unique identifier for apartments and translating the project documentation into digital 3D models will require adaptation of the IT systems of developers, banks and advertising platforms. Market participants will need to create data exchanges, ensure their relevance and link information on discounts at different construction stages. At the same time, it is early to estimate costs before the approval of the technical requirements, says Arkady Chernatsky, president of the National Association of Builders (Nostroi). The scope of the costs will depend on how many new requirements can be incorporated into the existing infrastructure of the unified housing construction information system and software solutions of companies. According to Chernatsky, unique numbers of common building objects are already in use in the information system of United Housing, so it is better for the market to develop compatibility with the systems instead of creating a parallel register or completely changing the software. Developers will need to associate identifiers with project documentation, apartment plans, CRM, contracts and information about changes to properties of premises. Banks should adapt procedures for checking objects and preparing documents. Advertising websites and brokerage agencies should make sure that apartment cards are compared with reliable sources of information. Additional costs may arise due to the need to verify source data, define access rights and information security, maintain a history of changes and train employees. "Providing a universal estimate of the cost of the implementation before confirming the composition of the data, the technical requirements and the division of responsibilities would be wrong," Cherantsky pointed out. In order not to increase the burden on the business, the expert considers that it is recommended to use uniform machine-readable formats and exchange services, set a transition period and refuse to re-enter information that has already been transferred.
