₽961,500,000,000 - this amount will be allocated for environmental programs in 2027–2029. The Ministry of Natural Resources will receive 961.5 billion ₽ for environmental programs over the next 3 years. Of this, 438 billion rubles are allocated for environmental protection, 236 billion rubles for reproduction and use of natural resources, and another 255 billion rubles for forestry development. As part of these expenditures, 358.3 billion rubles will be channeled to the "Ecological Wellbeing" national project. By 2029, annual environmental expenditures are expected to grow from 284 billion rubles to 324 billion rubles. One of the main directions will be the elimination of accumulated damage. The authorities plan to clean up at least 50 contaminated areas, including the large pulp and paper mills Krasny Bor, Usolye-Sibirskoye, and Baikal. Another 120.5 billion ₽ are allocated to the "Circular Economy" project - the creation and development of infrastructure for the processing, recycling, and safe disposal of waste. Separate funds will be used for wastewater treatment facilities, flood protection, emission reduction in cities, and reforestation. Experts believe that the main risk is not related to the volume of funding, but to its execution and the efficiency of the projects. The Accounts Chamber has previously recorded delays in the construction of hydraulic structures, and out of 126 treatment facilities built, only 20 meet the requirements. Further problems remain the high cost of loans, a shortage of imported equipment, and delays in the construction of waste infrastructure. According to the relevant committee of the State Duma, 80% of the facilities supposed to replace temporary landfills may not be completed by 2028.
