Gold miners may have difficulty obtaining licenses due to environmental requirements. Gold, sand, clay, and crushed stone mining companies may be required to reserve funds in advance for land reclamation. The State Duma Committee on Ecology supported the bill and recommended its acceptance in first reading. To obtain a license, underground users will have to create a special fund in a separate account or provide an irrevocable bank guarantee. The security amount will be calculated according to the average cost of the restoration works, and the calculations will be checked by the Ministry of Natural Resources. After the mining is completed, the commission will assess whether the area is rehabilitated. If the work is completed, the company will receive the money back with interest. If not, the funds will be sent to the zone for deactivation. In this case, the reserve cannot be used to pay the company's debts even if it is bankrupt. The initiative is explained by cases where companies abandon damaged sites, leaving environmental damage to areas and restoration costs to budgets. According to Rosperirodendzor, in the years 2024–2026, 1,824 underground users have undertaken commitments to eliminate mining and reclamation. However, the new requirements may be difficult for small companies, especially alluvial gold miners. Maybe they don't have enough money for a fund or a bank guarantee. The industry suggests considering a separate mechanism to support small players.
