Banks asked to soften the requirements against fraud 3.0 The credit institutions asked to soften a number of requirements of the third package of anti-fraud measures - "Anti-fraud 3.0". The National Financial Market Council sent proposals to the Ministry of Digital Development and the Bank of Russia. The bankers fear that a closed list of reasons for processing personal data will make it difficult to assess risks and develop new products. Instead, they suggest defining cases where processing is prohibited and leaving the decision to the customer in other situations. 2 more controversial points are the refusal of SMS aggregators and the priority of unified identification and autonomy for simplified remote identification for card issuance. The banks propose to keep aggregators, but to strengthen control over their work, and to use additional identification methods: bank and operator IDs, TIN and SNILS checks. According to experts, abandoning aggregators could increase banks' costs by tens of millions of rubles. For a bank that sends 10 million SMS messages per month, a loss of a discount of 1-2 RUB per message will entail additional costs of 10-20 million RUB. Experts also warn: relying only on the unified identification and registration law will create a single point of failure. If the system crashes or there are problems with the Internet, customers may encounter difficulties in issuing tickets and receiving services. However, the effectiveness of such restrictions in combating fraud remains unclear.
