The Russian Internet can be divided into domestic and foreign traffic. The Ministry of Digital Development discusses restrictions on foreign Internet traffic for Russians. Any such traffic can pass through Technical Threat Countermeasures (TSPU), which are used to filter and limit access to Internet resources, Forbes writes, citing sources. The initiative may be included in the bill for a wide-ranging reform in the communications industry. They plan to give the agency the right to set limits on the volume of foreign traffic available to Russian users. Implementing such a plan would be technically difficult, experts warn. Separating foreign traffic from Russian traffic in real time is made difficult by routing features: data can go through servers in other countries. Additional complications arise from secure data transfer protocols and distributed IP addresses used by websites and applications. At the same time, restrictions may affect not only access to foreign resources. According to the technical expert RKS Global, a significant part of the foreign traffic consists of services to bypass blockages and slowdowns. About 1/3 comes from Android and iOS updates, app stores, and other services. For now we are talking about the initiative in question. Specific limitations and the mechanism for their implementation are not disclosed in the published data.
