Businesses opposed the expansion of the powers of the Federal Tax Service "Ophora Rossi" requested to maintain in the tax code a direct prohibition on the Federal Tax Service to independently issue regulations in the field of taxation. Businesses fear that the amendments proposed by the Ministry of Finance may lead to "setting hidden rules", when letters and methodological recommendations of taxation will actually begin to be perceived as binding rules. The association believes that this will weaken the guarantees for taxpayers and confuse the roles of regulation and control. At the same time, lawyers differ in their assessment of the initiative. Some see the current ban as an important protection for businesses, others point out that the Federal Tax Service still issues regulations in cases directly stipulated in the code, and the amendments only eliminate the contradiction.
