RNPK changes conditions for reinsurance of terrorism and sabotage risks to maintain stability The Russian national reinsurance company may introduce limits on the scope of losses for terrorism and sabotage risks (T&D) in the amount of ₽200 billion, Kommersant reports, citing sources. Exceeding the threshold will lead to an increase in the rate to 50% of the maximum aggregate limit (currently 1%) and a 5-fold reduction of the liability limits of the reinsurer. RNPK will notify insurers in advance of changes in terms. If they agree, they sign another agreement; If they don't agree, they can unilaterally renege on the agreement out of court. This will affect all major insurance contracts for which reinsurance already exists, as well as those concluded after the effective date of the changes (October 1, 2026). Experts believe that the measure is intended to maintain the financial stability of RNPK without further withdrawal of capital. Recently, the central bank has already announced an additional capitalization of the company by ₽165 billion. Previously, RNPK also changed the rules for reinsurance of terrorism and sabotage risks. Analysts believe successive changes limit the range of insurers able to offer packaged T&D coverage. However, this may stimulate the development of reinsurance in the market.
