The government agency examines the project application and sends materials to the coordination center within 7 working days. The center prepares recommendations for up to a month. After receiving recommendations, the government authority makes a decision within 3 working days. If there is a justified need, urgent consideration takes up to 7 days for the center to prepare recommendations. Thus, the total time to make a decision can be more than a month, as the steps occur sequentially. The seven business days for an expedited review apply to the clearinghouse work and not to the entire process of determining the business as critical. 7. For missions of donor agencies and implementers of international technical assistance projects (usually these are grant organizations), the decision clarifies the procedure for exceeding the limit of seven reserved employees. In the past there was a limit of no more than 50% of those directly employed in one project, and generally no more than 7 people. Now the number of people invited can exceed seven people according to the decision of the Secretary of State of the Cabinet of Ministers. 8. In the criteria related to the approval of the absence of arrears in the payment of consolidated taxes and social payments, an exception was added to the debt resulting from the temporary suspension or failure to make payments from the state and/or locality budget. 9. Thus, a category of people holding a managerial position in a body authorized by law to perform the duties of the public administration in matters of special supervision of audit activity was added. 10. The coordination center can now send recommendations to government agencies to reverse the decision to recognize a project as critical. Law enforcement appeals are directly cited as one of the grounds for considering such an issue.
