What has changed in hiring workers in Ukraine? The Cabinet of Ministers today published Resolution 1328, which establishes new rules for guarding military personnel. The main changes concern order approvals, limitations, the status of critical factories, registration deadlines and control over employers. 1. A separate coordination center was created to organize orders. If in the past proposals to increase the volume of orders were sent to the Ministry of Defense or other authorized parties, now justified proposals to increase the limits are forwarded to the coordination center. The coordination center includes representatives of the Ministry of Economy, Ministry of Defense, Ministry of Digital Development, Ministry of Interior, Energy and more. At the same time, the center is an advisory and consulting body. He prepares recommendations and proposals, and decisions are made directly by authorized parties. 2. Increasing the limit above 50% for relevant critical enterprises should take into account the recommendations and suggestions of the coordination center. The 50% limit itself already existed in the past. Innovation in changing the consent procedure to exceed this limit and additional requirements for examining relevant proposals. It is interesting that the decision states separately that the coordination center may refuse to examine a proposal to increase the limit if facts of a systematic violation by the director of the requirements for keeping military records are established. For example, the following circumstances are indicated for such a refusal: two or more documented violations during the last 12 months; and/or bringing the manager to administrative responsibility for such violations. 3. For the energy and defense industries - a separate order limit of 95%. This is one of the most significant changes (previously it was 100%). The decision establishes a mandatory invitation of military personnel directly involved in the production processes of relevant critical institutions.
